HTML Comments Tags
Comments in HTML refers to Hidden Note that you keep in your HTML file to remind you of maybe something you would like to do Later on your Website or Blog. They don't Display on Your Website or in your Browser. The Comment tags are used to insert such comments in the HTML source code.

Notice that there is an exclamation point (!) in the opening tag, but not in the closing tag.

With comments you can place notifications and reminders in your HTML:
For Example:
<!-- This is a comment -->
<p>This is a paragraph.</p>
<!-- Remember to add more information here -->
Comments are also great for debugging HTML, because you can
comment out HTML lines of code, one at a time, to search for errors:
Conditional Comments
You might stumble upon conditional comments in HTML:
Conditional comments are used to define some HTML tags to be executed by Internet Explorer only.
For Example:
<!--[if IE 9]>
.... some HTML here ....
<![endif]-->
